Using an IGA tool for this kind of governance doesn't really scale.

Things like Prisma (Palo Alto) and Permissions Management (MS) are the tooling in this space.

You can get a great control of all users entitlements to services onboard Azure, AWS, GCP, SAP and so on. This is not solved by IAM.
